Error when when trying to Publish to Server

Sorry, The error is:

Unexpected server response click "view", under "view" it
says that "you are no authorized to view this page" you
do not have permission to view this directory or page
using the credential that you supplied.

I have set credentials for the user and will not give a
good "test connection" response.
