Error: You Do Not have permission to perform this operation

Trying to create a new message in Outlook and I get the Error: You do not
have permission to perform this operation.

I have Vista and have successfully sent a test message to my POP account
from Outlook. But when I try to create a new message from outlook, it says
Error: You do not have permission to perform this operation.
