errors 0x80042109 and 0x80042108

When I start up Outlook 2003 it tries to retrieve and send my email. However
I receive these error messages:
Task - (e-mail address removed) - sending: reported error (0x80042109) : Outlook is
unable to connect to your outgoing (SMTP) e-mail server. If you continue to
receive this message contact your server administrator or ISP provider.

Task - (e-mail address removed) - receiving: reported error (0x80042108) : Outlook
is unable to connect to your incoming (POP3) e-mail server. If you continue
to receive this message contact your server administrator or ISP provider.

Task - (e-mail address removed) - receivng: reported error (0x80042108) : Outlook
is unable to connect to your incoming (POP3) e-mail server. If you continue
to receive this message contact your server administrator or ISP provider.

I would be grateful if anyone can point me to the solution.
