Errors deleting records from linked As400 tables

Does anyone know why one person can delete records from a
table that is linked thru ODBC to a file on the AS400 and
another person gets "[IBM][Client Access Express ODBC
Driver (32-bit)[DB2/400 SQL]SQL7008 - SKIDINPUT in CCSPROD
not valid for operation.#-7008" Both users have valid
access to the file on the 400, both users are running
Windows xp,both have the same DSN defined the same way.
When I linked the file coming in I defined a unique index
to the linked table and the properties do not state Read-
Only.Possible causes in access help for #7008 are 1) the
deletion would have caused a rule violation. (No rules
where defined for this that I know of) 2) the database is
Read-Only or you do not have permission to delete.
(Everyone is linked with a default user which has the same
permissions for both of these users) 3)The ODBC database
is on a network drive and the network is not connected.
(Yet both can open the database file and pull data from it
so I would think they are connected)
Does anyone have any idea what else could be wrong?
