Eula Acceptance not saving

We have a number of users who have recently been upgraded to Office 2003 Pro from Office 2000. Everytime they open one of the apps or an associated document, they are forced to accept the EULA. The fact that they do is not saved. Also the EULA dialog prevents automacros from running because the dialog is open.
