EULA continuously displayed when using Project Web Access

Similar to the symptoms described in
http://support.microsoft.com/default.aspx?scid=kb;EN-US;83765

When we try to log on to Microsoft Project Server *2003* by using Microsoft Project Web Access, we cannot get past the End-User-License-Agreement (EULA) and log on to Project Server *2003*. If we click to select the "I accept the terms in the License Agreement" check box, and then click Next, the Web page that contains the EULA is continuously displayed in Microsoft Internet Explorer. The ActiveX Control objects are not downloaded to your computer, and we cannot log on Project Server *2003*.

The resolution described in KB837655 does not fix the problem

The server environment is Windows Server 2003 + IIS 6 + Project Server 200
The client environment is Windows XP + IE

Is this for ALL clients or just some?

If all do you have any security settings that disallow the download of
activeX controls?

If some then do the ones that are failing have different IE security
settings than the ones that are working?

We ran into this as well -

The solution was rather simple in our case. Delete all temporary Internet
files (especially Offline Content). For some machines it seems that too
much garbage in the temp area will make the EULA go into loops. In one case
I had to wait 5 minutes for all the files to be deleted.

I'm not sure of the "why" on this... I just know it works in some cases.

All of our IE clients are not working
Have any security settings that disallow the download ofactiveX controls
I have setup IE to allow activeX controls

I have also deleted temporary internet files (including offline content) per dwolf recommendation

The only other thing I can think of is to check to make sure that
1) that the trusted site security level is set by the Default button (should
be LOW)
2) the site is listed as a trusted site
and
3) that the "required server verification (https:) for all sites in this
zone" checkbox is UNchecked.

Other than that, I've exceeded my expertise.

I hope it is something simple like one of these.

Microsoft helped me with this one. Turn off the loading of the win.ini file through msconfig. The CAL will then load properly. Turn win.ini back on and everything will work just fine.
