eula mesage pops up each time Outlook is opened

Each time I open Outlook 2002 ,as a limited user ( XP PRO-srpk2) the EULA
agreement message pops up and I click " I agree" to close it .Outlook works
fine except if I open Word ( to create/edit an Email) a window always pops up
stating that " This document could not be registered and certain functions
are not availible"
I have searched the KB articles and can find no answer for this issue.
