EULA pop-up

After installing Office Professional 2003 on a new
machine, the EULA keeps popping up every time I open an
Office product

Hi Peter,

Accepting the EULA requires permission to write the
acceptance to the registry. See if logging in as
administrator to accept the agreeement solves it
for you.

It does not here. I am logged on as and administrator and still get the EULA nag. I tried repairing and that did not fix it. Any more ideas on this issue?
