EULA: was never accepted

When I originally installed my version of Office 2003, an error occured
during the installation and I started over. Somehow, the license agreement
was never accepted, but the program installed anyway.

Now, many features of Office are unavailable. How do I accept the EULA? I
tried uninstalling everything and installing from scratch, but the EULA never
pops up.
