EULA windows pops up every time I open apps. How stop?

Firstly, please write your DETAILED question in this BIG WHITE SPACE.

Secondly, look here:

If you have Windows XP, then log in to Windows as Administrator, start
an Office program, accept the EULA, close the Office program, log out of
Windows as Administrator, and log back in to Windows using your normal
user profile.

If you have Windows Vista, then right-click on an Office program
shortcut, choose to run the Office program as Administrator, accept the
EULA, close the Office program, and then start the Office program normally.

If the previous suggestion doesn't help, then see
http://support.microsoft.com/?kbid=884202 "You must accept the Office
End User License Agreement every time that you start an Office program".

What you need to do is to login as an Administrator or a user with
Administrator privileges. Then launch one of the Microsoft Office Suite
product like Word or Excel. When you get the pop up of EULA, accept it
in the normal way. You might have to tick one of the boxes to indicate
you have read, fully understood and accepted the terms given to you by
Microsoft. You may not like the terms but you have no choice if you
want to use the product.

When you have done this, close the application and log off. Now try to
login as a normal user which was giving you the problem and see if this
has solved it.

Only need to do that on XP - in Vista it's "Run as Administrator".
Unfortunately the OP decided to omit the version of Windows...
