every attachment is only read

I`ve got MS Outlook 2003. Some time it has special behaviour. When sb has
sent me message with attachment (for example excel`s sheet) and I ve tried
to open it, File is every read only. Why? I controlled security in MS
Outlook I changed restric politics, but no change
ths
