Everything shows in design mode, not in Preview

Hello
I am editing a web page and when I am in design mode of the index file, I see all the different frames. I
am able to edit them, etc, and save them, but when I look in preview, all I see is the top frame. Nothing else is there.
Any ideas?

Same thing, nothing but the top box. It is like the other pieces are not attached or are being hidden or covered up.
