Everything tries to publish on the web that is already there.

I am trying to puplish one webpage. But everything that I have ever published
to my website before tries to publish. Everything in the folder Mywebs tries
to publish. I just want it to publish what I have just created. For example
the page I am trying to upload now is radar.html. But it is going and trying
to upload about 30 pics, and a bunch of other stuff that has nothign to do
with my radar.html. How can I get it to stop uploading stuff from Mywebs. I
tried creating a new folder and saving the radar.html and then trying to
upload it but it just went right back to the mywebs folder and tried to
upload all of that stuff.

select the page, right click and "publish selected files"

Several ways.
In your publish properties, select changed pages only.
In the remote website view select the file and click the blue right arrow.
In folder view, right-click and select publish file.
