exact & inexact lookup

Lookup seems do an inexact lookup,How should I do an exact one?

Use the "False" argument at the end.

=VLOOKUP(what,where,index,False)

VLookup & HLookup seems to demand the key to be in the 1st row or column,
and I could not get by it.
How?
