It all depends how important a document is to an individule, use the

As a perminent fix i would suggest you get the document digitally signed
that way you can leave the security at an elevated level.

I think there is a program which signs documents and thats on the office
resource kit site failing that tell the silly user that created the spread
sheet not to embed documents within.
