Excel 2003, insert picture, save as HTM, FTP to website, no pic?

If I save a spreadsheet with a jpeg picture in it as a web page, it displays
the picture correctly. However, if I attach the HTM file to an Outlook
message or FTP it to a website, the picture can't be found. How do I get the
picture to stay with the HTM file?
