Excel 2003 - Setting row sizes

In Excel 2003 I can use Copy and Paste Special to set selected columns
to be the same size.

Is there anyway of doing the same thing for setting rows? If I set the
height of one row, I would then like to use the same process of Copy
and Paste Special to set some-number of selected rows to be the same.

No but you can plug the number for all of them at once with "Row Height"
