Excel 2003 shared add-in not loading unless I have Excel2007 insta

Hello!

I have a C# Excel 2003 addin that works ok on Excel 2007 and on Excel 2003,
if they are both installed, but id I have only Excel 2003 installed, the
add-in is not loaded.

Any idea why this is not working? I added o2003pia and even the hotfix from
Microsoft for the shared add-ins, but no luck.
