Excel 2007 display wrong "document in use by ... "message

When person A creates an Excel file and saves it, Person B opens it and C
tries to open it concurrently to person B, C receives the wrong message
"<doc-name> is locked for editing by person A". This should be person B.
People lose time finding the real editor on the document!
