Excel 2007 Shapes with Text Protection bug

I just got a new Vista PC with Office 2007 & realized the following bug
related to locked shapes with text in Excel 2007.

In Excel 2007, if a shape with text is "Locked" but "Lock text" is not
checked, Excel fails to lock the shape from moving & resizing (on a protected
sheet).

Restated here is exactly how to replicate this bug:

1) In Excel 2007 create a new workbook & add a shape to Sheet1 ('Insert' ->
Shapes -> Select say the Rectangle)

2) Right click the rectangle, select 'Add text' & add some text to the
rectangle.

3) Right click the rectangle again & Select 'Size & Set Properties'. In the
'Properties' tab check "Locked" but leave "Lock text" unchecked.

4) From the Review menu Protect the Sheet.

You will then see that despite the sheet & shape being locked you can still
resize & move the shape, when for this case you should only be able to edit
the text.

The above bug is a major nuisance for someone creating Excel forms that
utilize locked shapes with unloced text as form fields. Please advise if
this will be fixed in an upcoming update. thanks.
