excel 2010 has some menus Dimmed.why?

ms office 2010 professional plus.
in ms excel 2010 pro +,in PageLayout tab in page set up Group
Margin,Orientation,Size button is dimmed.its unexpected.they should be active.
whats this error.

Is this when you open an existing file or also on a new file?

It was windows xp problem.No High paid commercial softwares didnt solve this problem but this free one did solve it.
