Excel 2003 requires Windows XP. Excel XP and all earlier will run fine on Win98. I think
that only the newest version of everything is available from authorized MS dealers, so
perhaps you must buy some secondhand product. Go for version 2000 if so; no product
activation in that one.

I'm using xl2002 (part of Office XP) with win98.
xl2003 requires a more, er, robust operating system (WinXP or Win2000-SP3)
