Excel double click problem

I am using Office 2007 with Windows 8. When I double click any excel file the following error message is displayed: "There was a problem sending the command to the program". This problem occur only when doubleclicking on shortcut. If I open excel and then the file by ‘open’ button, in that case no problem.

I have reinstalled office with all updates, but still I get this error. Give me any advice..
