Excel file get opened after second double click

Hello,

I have weird problem.
I have excel 2007, when I double click any file (xlsx or even xls) it open
the excel application but with nothing inside it.
I close it and then double click the file agian and it gets open.
How can I fix it?
I don't want to install the office 2007 just because of that.
the office diagnostic didn't help.

I think it something with the registry, what I can done to fix it?
