Excel Formatting/Import Problem

Hi guys-

I've got my spreadsheet done finally, 3 columns, the last two being
dates in the d/m format and time in the 00:00 format (24 hour). Now
here's my new problem...I had to use a formula to populate the
spreadsheet dragging down (because there are a little over 17,000
rows). When I attempt to import into another application as a .xls,
the data always ends up corrupted or formatted differently. For
example, when importing it into Navicat MySQL or Access, it renders the
Time field as dd/mm/yyyy (which I didn't format it for year in Excel)
and the time field as 00:00:00 AM (which again, I formatted it a
specific way, 00:00 in Excel). But when I double-check formatting in
all these cells, they are correct in Excel on the sheet, but when I
click on a cell the 00:00:00 AM version shows in the formula box.

I'm confused, how can I fix this?
