Excel formula not displaying target data

I am trying to point a cell to another cell on a different sheet in a
workbook. Instead of displaying the target data, it is displaying the
formula. I have never had this happen before. EX: (='Shift Analysis'!C5)

If the cell is formatted as Text then it will simply display whatever is
typed in and does not act on formulas that are entered.

Format the cell as General.

It might be that.
