I'd rather be golfing than dealing with a spreadsheet!
The info you supplied is somewhat vague. You haven't
specified what values to use if either condition is false.
The first formula in sheet2 cell B2:
=IF(Sheet1!B4=Sheet1!B1-2,3,"not defined")
The second formula in sheet2 cell ???:
=IF(Sheet1!B4<Sheet1!B1,Sheet1!B1-Sheet1!B4,"not defined")
Keep it in the short grass!
