Excel Freezes at Enable Macro Box

I have several hundred teachers using an Excel file with macros. For only
one of these users, Excel freezes when they click to enable macros when the
file is opening. The problem happens consistently with some files and spotty
with others. As with all other users, Excel 2003 and Win XP is in use.

What happens if he clicks shift+enable (to prevent workbook_open code from
running), does the file open?
