Excel Integers appear as decimal fractions

Processor: Intel

When I enter a number (integer) into a cell in a new spreadsheet or one formatted as anything but percentage, it appears as a decimal fraction of that number; i.e., enter "1," appears as "0.01." Nothing in the preferences works, nor does changing the cell format.

Yes, something in the Preferences *does* work :)

In Excel> Preferences> Edit, clear the check on "Display this number of
decimal places". You'll have to re-enter any existing data or:

Enter 100 into a cell & Copy,
Select any cells to be changed & use Edit> Paste Special> Multiply
