Excel: keeping data on last page

I'm creating an invoice and I'd like to keep 16 rows of information on the
bottom of the last page no matter how many pages the invoice(s) end up being.
Is there a way of locking those 16 rows, so as the invoice gets longer it
just pushes the information downward to the bottom of the next page, sort of
like a giant footer but only on the last page?
