From the DRAWING toolbar try AUTOSHAPES > CALLOUTS. You will find many types
of callouts. They are not the same as Excel but do an adequate job and may
serve your purpose..

No Leo. You can change how they look but not hide them. You can also use
'comments' which may suit your purpose more successfully. Try INSERT >
COMMENT.
Comments CAN be hidden with VIEW > MARKUP but I no of no way to toggle from
visible to hidden.
