Excel Process Not Shutting down within Browser Based Application

I have a user who has I.E. 7.0 on an XP SP3 system. Our developers have
created an in house browser based application for pulling up reports using
excel spreadsheets. This uses a java servlet creating an xls type HTML
document. When the user first pulls up the spreadsheet the document is
populated with data. When she tries to pull up the spreadsheet a second time
using different dates there is no data.
She can save the document to her desktop and the data will be there but
it will not show up within the browser. Other users can pull up a second
spreadsheet with no issues, the data has been populated.
The way the process works is users go to a report page and hit Execute.
Another page comes up to enter dates and then they hit submit. A window pops
up asking to Open or Save. They hit Open and the spreadsheet (within the
browser) displays with the populated data. If they want to enter different
dates they would hit the Execute button again and start the same process
over.
I've noticed that when they hit the Execute button again to request a
second excel doc with different dates that the Excel process in task manager
will shutdown until they select Open. However this particular user when she
hits Execute to request a second document the Excel process in task manager
does not shutdown and therefore the spreadsheet is not populated with data.
I have re-installed Office 2003, uninstalled/re-installed both I.E. 7.0
& XP SP3, I've re-installed Java, adjusted Internet browser settings and
security but so far nothing is working. Since other users don't have this
issue I believe it is something specific to this system. But what would be
keeping the Excel process from shutting down when it is suppose while within
the browser application?
