excel ribben disables when I preview an excel attachment in outloo

I observed that everytime when I preview excel attachment in Outlook 2007 my
other excel2007 open file ribben options completely disabled. I
click any option like save or any menu tab it does not function and not
give me any message. Is it a Bug? Is any one know about this issue?

I see the same problem

When you click on a cell in the preview and then on a cell in the worksheet
you can use the ribbon tabs again.
