Excel: Value Lookup

I have a set of zip codes that I want to match to a reference set of zip codes.

My fixed (reference) set of zip codes are about 8, and then I have about 25
locations (zip codes) that I want to include or exclude as members of the
fixed set. The zip codes are listed in columns. VLOOKUP is of no help so
far, any ideas?

Why is VLOOKUP not working? What error are you seeing?
Post your current formula and some sample data.
