Is there a converter or update out there that allows Excel v.X to open/read files sent from PC Excel 2007?

There are several online file converters, such as this one:

(this page also has a downloadable dashboard widget, don't know if it works on
your system or not.)

Why would you use those? (That's a sensible question: I can't think of a
reason, other than if the user does not have Microsoft Office to begin with.
Is there one?)

The Microsoft converter provides read and WRITE ability to anyone who has
Word/Excel vX or above. It simply adds .docx to the list of file types Word
and Excel can handle.

And because it does not work through an RTF intermediate step, it does not
do quite so much damage to a modern file as the competitors do :)
