I know that excel 2007 has now more than 1 million rows.
Can I get those rows running excel 2007 under Windows XP?

Yes - but why would you want to? If you have that much data, a proper
database application might be more appropriate..

Sure, but I suggest looking at MS Access. For that kind of data a real
database is almost always the better tool. It will take some time as the
learning curve is a little steep, but you should be able to get up and
running with the same functionality as you now have rather quickly. Then as
you lean more you will likely find that Access has many abilities that you
can exploit to product a much better result.
