excels equivalent to word's Normal.dot

I'm trying to set serveral network users excel to have a
footer, I was looking for excels equivalent to word's
Normal.dot so I can set the footer in that file and save
it to a Network location. I haven't been able to find the
file excel uses when it opens and i also have not located
the option where would set our users excel mappings to
locate the file on the network once i create it.

Excel doesn't really have the equivalent of a Normal.dot.

Toolbar and menu customizations are saved in an *.XLB file but Headers and
Footers are worksheet specific, not workbook specific so this would not come
into play.

You can design a worksheet with the Footer you desire, then save it as a
worksheet template named SHEET.XLT. It would be stored in the Office\XLSTART
folder and new worksheets would be patterned upon this.

Conversely you could set up a workbook with one worksheet with the Footer.
Save As BOOK.XLT in XLSTART folder. It will become the default new workbook.

Don't know how on a network you would distribute the BOOK or SHEET.XLT so same
one is available to all users.
