Exchange Archiving

Is there a way with Exchange 2003 to archive all deleted messages
to be "forwarded" to a specific account for future review? I'm aware of the
ability to archive all message sent and received, but this is not my goal and
it seems to require a great deal of disk I/O. I simply want to keep all of
the deleted items.
