That is a good request and should have been added to office2003 when it was
made, there is no way to lock the toolbar natively, perhaps there is some
add on for this, but I have no knowledge of it...

The problem is with third party add-in developers who do not clean up their code to make their toolbars persist in the position the user places them in. Nothing to do with the Microsoft Office folks.

This problem has nothing to do with 3rd party add ons.

Some elderly folk have trouble with Office vanila,
because the mouse slips (due to poor eye mouse coordination) and they
accidentaly pull the toolbars all over the place.

This has been my experience over the years.

I can imagine that this is the case with people with disabilities..

The same problem existed with the taskbar in windows, the result was
having the taskbar on the side or on the top, and in the forums the common
question was how to put it back on the bottom.
On XP they added the LOCK function to the taskbar, and should have added it
to the toolbars of officeXP and up.

Even with that precaution you still see in the XP newsgroup
requests for help about the XP taskbar.. they have managed to unlock it and
put it elsewhere....

Thats why I proposed to MS a foolproof design for vista, to have a timer
option to automatically lock the toolbar after X mins (this would be an
option you could disable).
