Executive Admin Delegation

We ar a large Org with the following:
- Exchange 2000 Server env.
- Desktops are Win2K/Outlook2K
- Newer Desktops are WinXP/Outlook2003

Executive(Ex) gives Executive Admin (Ea) delegate (Editor) rights to
Calendar thru normal process
Custom form used for Visitor/Resource booking
Ea opens own calendar resources are displayed.
Ea opens Ex calendar, resources do not display
Ea does Tools>Forms>choose Forms while in Ex Calendar, resources are displayed
I am a little baffled by this
Any help would be greatly appreciated on this 'odd' behaviour
