Executives need to be abke to create Risks and Issues

Our top level managers are set up as members of the Executives group. But
they doi not have permissions to be able to create Issues, Risks and Tasks
etc. I noticed all the Executive members are set as Readers on Site Settings
- Advanced Permissions. All our Excutives need to be able to see all projects
and assign Issues/Tasks etc to members. Can this be done easily?
