Exit Design Mode toolbar open on all docs

Everytime I open a Word Document, the Control Toolbox displays and I am in
Design Mode. I have tried changing my macro security level but no matter
what I change it to, it goes back to Medium. This alos happens in Outlook.
Everytime I open a new message, the control toolbox pops up.

Please help, this is driving me nuts.

Your Normal.dot template (which loads every time you start Word) has a
Control Toolbox object, or at least it contains the bits that make
Word "think" something is there.

Rename your Normal.dot template and restart Word to create a clean new
one, as described in
http://www.word.mvps.org/FAQs/AppErrors/BlankDocNotBlank.htm.
