Export Grid to Excel feature gives Activex create error

I am using Project 2003 Professional & Project Server 2003
I tried to follow all the steps in this support article but it still
gives this error.

ActiveX control on which this feature depends could not be created.
Becuase of this error , you can only copy the XML data to clipboard

Try the remove and reinstall procedure one more time, however before doing
it this time, clear your browser cache. See if that helps. Otherwise, let us
know if you've got browser addins enabled, the Explorer discussion bar
enabled, and verify that you have admin privileges on the workstation.

We had similar issues and just had to go into the Internet Options,
Security Tab, and within the right zone (Trusted Sites in our case),
and go into Security Level (Custom) and change the ActiveX controls to
"prompt," or "enabled" for a few of the options. Then when the user
goes to Export Grid, they may have to confirm the ActiveX prompt or it
just works. Our users do not have admin priviledges, but these are
user-configurable options. Hope it helps.
