export to other pc won't work . . . says unauthorized

I have tried to move emails I have saved from one pc to another. Outlook
won't let me import the pst file. It says I am not authorized

Stop trying to import Outlook to Outlook. You just open it from within
Outlook. There are regular posts here about not using the import function.

File, Open, Outlook Data file. browse to it.

You forgot to post your version and whether both computers have the same one
..
