The only way (AFAIK) is by using the User State Migration Tool

Leave it to Microsoft to take away a tool that makes just simple setting
trnsferring easy and replace it with this awful monster just to export
and import Office settings. BRING BACK save my setting wizard...

Gordon, the USMT requires much more study than the average user is likely to
invest. With Microsoft's vast resources you think perhaps they could devote 1
man-day to allowing a software engineer to script the input files required by
the USMT?
I hate being sarcastic but for the amount of money charged for this
application a simple migration utility is too much to ask for?
