Expression Web

I have internal links on my website such as: Home, About, News, and Resources
that take you to my other webpages within my site. I would like to know how
to create sublinks within my main links. For example, when someone mouses
over my About link, I would like a few sublinks to appear like History, Staff
and Board Members. Instead of Having 20 links I would like 5 main links that
expand to reveal additional links within the main topic. I know I need to
create an external CSS file but how do I go about that in Expression Web?
