I have two plans linked togther. If I send a copy of Plan 2 to a PM they
cannot see if Plan 1 changes...what is the best way around this? We do not
have Project server and not all of our PMs have access to a central shared
drive.

There are a few solutions:
Send them both plans
Integrate both plans together into a single file
Provide access to a central shared area.
Use project server.
