Extra <body> tags inserted when Frontpage starts

Has anybody had the problem of FP2003 inserting an extra
body tag in a document when the document is opened? I have
one document that gets an extra body tag each time
FrontPage is opened. If I don't catch it and take it out
before saving, my whole document is screwed.

Are you using includes on this page?

There are no includes. It is using shared borders (tlb).
