Ask a vague question, get a vague answer:

With an Append query:

INSERT INTO Table
SELECT * FROM Table
WHERE [Row] = X

Note that Access tables DO NOT HAVE ROW NUMBERS so your question as
phrased is meaningless.

Could you explain in a bit more detail the structure of your table;
what you mean by "row"; and just what you want to do?
