Failed to register a VB Script DLL. ... There is not enough memory

I upgraded from Office 2000 to 2003 (without error) and cannot start Outlook.

The Configuring Outlook window appears, "Migrating Account Settings" is
highlighted in bold, and then this popup appears:

Failed to register a VB Script DLL. Reinstall or run Regsvr32.exe
Vbscript.dll to self register. There is not enough memory or system
reources. Close some windows, and then try again.

I click OK on this and get a popup that says, "The operation failed." I
click OK on that, and Outlook closes. All the while, I can see that it has
successfully connected to my Exchange server and gotten my recent emails.

I have tried registering the VBScript.dll. It registers just fine. I've
applied SP1 and all the other recent patches. I've uninstalled it and
reinstalled it. I've uninstalled and deleted some Outlook registry entries
and personal preferences from my profile according to some instructions I
found on "completely" uninstalling Outlook.

I can connect to my mailbox using other email clients without a problem.
Other people cannot connect to their mailboxes using my email client. I've
tried creating different profiles to hit my mailbox ... no go.

The only other tidbit that might be useful in diagnosing this is that before
upgrading to Outlook 2003, I cleared my forms cache. I was having trouble
writing to a particular form in a public folder, and cleared my forms cache
as a troubleshooting step. Since clearing my forms cache in Outlook 2000, I
was getting occasional errors opening Calendar appointments.

But the whole problem with Outlook not starting was new to the upgrade.

Any ideas? Any suggestions for more completely uninstalling Outlook 2003?
